H.I.M. offered the land to ANY BLACK AFRICAN PEOPLE IN THE WEST WHO WANTED TO COME THERE, AS A TOKEN OF GRATITUDE FOR ALL THE VOLUNTEER FIGHTERS WHO CAME TO ETHIOPIA TO FIGHT AGAINST MUSSOLINI'S FORCES (much as many people flocked to Spain around the same time to fight against Franco). The majority of the people who took him up on the offer were Rastafari people but H.I.M. by no means exclusively offered it to Rastafari people. And H.I.M. defintely didn't offer it to no white 'rastas' despite what some seem to think.
