I was in conversation with a Ugandan businessman who confessed that he does not pay taxes and could not think of ever doing so. This is an attitude held by many. Mistrust in the taxation system is partly rooted in the injustice of the hut taxes of the late 19th century imposed by colonialists as another outlet to turn the native population into a cash generator. In more recent times, people have seen little or no improvement in the fields politicians claim taxes go to. This further feeds the mistrust.

Are people right then, for not paying taxes?
