The point to make here and is of importance for our African people and other peoples to recall and know is the distinction between African Unity and the African Union.


African Unity is the consciousness behind the movement of a group of people of different racial origin or political perceptions towards unity.



The purpose of this unity is to defend the existance of the People of Africa. This is the definition of African Unity.



The reason is that from 1440 – 1840 the period of the Slave Trade took place. Africans became a commodity to be traded in. When this was fought by the Africans against the Europeans and the Arab - Asians the substitution of Slave Trade became : Civilization , Commerce and Christianity which came to be known as the Colonization of the People of Africa (1840 - 2000). Decolonization started 1960.



The Slave trade and Colonization created divisions among the People of Africa. There were Anglophone Africans who created a culture of a group of Africans. Francophonie African was another group of Africans. The third group was Lusophone. Ladophone was the the fourth and the last was North Africa associated as a part of Francophonie Africa and Arabicphonie . In otherwards Four then Five major different African identities and cultures were created from 1440 to 1960, resulting in differences and conflicts due to antagonisms and internal opposition amongst one another.



To solve the problem of African disunity on a continental basis the concept of African Unity was born. A Unity of the Francophone, Anglophone, Lusophone , Arabic phone and Ladophone Africa.



This Unity took form as several groups such as the Casablanca group, Brassaville group, Monorovia group and the Sudanic group where different existing countries whether dependent or independent aligned themselves.



This view was born out of Pan Africanism which was founded around 1840 and 1860 but was properly recognized in 1897. The first meeting took place in 1900. This was the Paris and Lissabon meetings. It was Pan Africanist.



This meeting consisted of Black Africans from the continent of Africa, America, Asia, Europe and Oceania. So from 1900 to 1945, when the Manchester Conference of Pan Africanists was held, there was no proper perception of African Unity as yet.



But , On the 25th of may 1947 during a birthday ceremony organised by Jomo kenyatta (Deputy Secretary) and Kwame Nkrumah (Secretary) for John Anacleto Atobua Agami , King of Lado by then and (Chairman for the organisation of African Chiefs) the concept that Pan Africanism is not enough if it does not have a root in the Mother continent was discussed.



This gave to birth to what is described as African Unity. Meaning , the Pan Africanist movement for the African people. The secretary still remained Francis Kwame Nkrumah of Gold Coast (now Ghana), Dept. Secretary was Johnston Kamau (later known as Kenyatta) from Kenya colony and Mombasa Coast Protectorate (Kenya).



Col. John Anacleto Atobua Agami King of Lado remained the chairman. Col John Atobua Agami was assasinated by the British in 1948, as he was considered politically dangerous as his actions were against European colonial interests as a whole.



As the entire Africa (excluding Ethiopia, Liberia, Egypt and Republic of South Africa , RSA) was colonized, it was not possible to expand and organise the new association of African Unity. It was finally revived by the Secretary of the African unity association, founded in London the 25th of May 1947, Francis Kwame Nkrumah who became prime minister of Gold Coast in 1957.



It was revived through the embassy of Sudan in the UK, due to the Suez war of 1956 and Egypt was represented by India in this meeting of independent African States.  The purpose and objective of the London meeting in 1957 was to organise a conference for the dependent and independent African countries in Gold Coast (Ghana) in 1958 Accra.



This 1958 meeting took place with Kwame Nkrumah as the Chairman. The objectives were the Land of Africa, the Labour and Liberation of the African peoples from the colonial yoke and slavery. This was developed from 1958-1961. This culminated with the Lagos conference of 1961 which brought together the Casablanca group, the Monorovia group and the Brassaville group.



In 1963 the organisation was finally founded in Addis Abbaba whereby its charter was approved on the 25th may. This date was chosen in honour of the assasinated Chairman of the African Chiefs ( and African Unity association ) Col. John Anacleto Atobua Agami King of Lado as it was his date of birth. This is what came to be known as the Organisation of African Unity.



Now we come to the African Union.




In the first place the African Union is not seeking for unity as previously described.



The Organisation of African Unity had developed the Lagos action Plan of 1980, establishing the African Charter of Human and Peoples Rights in 1981. The only Human Rights charter recognizing collective rights ( Nairobi conference 21st June 1981). Drawing Africa`s priority program for recovery in 1985 and finally drawing up the Treaty establishing the African Economic Community and other actions which were to take form as African unity.



The concept of the African Union was to implement the African Unity programs and activities. This was to be done through the establishment of a Constitutive act based on the OAU Charter. The aim being to implement the programs of the OAU from 1980 to 1997. For this a meeting was called on the initiative of the OAU in July 1999 arranged an OAU conference which took place in Libya on the 9th of September 1999 ( Sirte ).



In fact , Here the possible reforms were to be looked at and developed into possible programs for the unity of the people of Africa. A suggestion to establish a constitutive act based on the OAU charter of 25th May,1963 was agreed upon.



It was not a change of charter. A charter is the Basic body of rules creating a legal personality. A constitutive act is a drawing up of administrative proceeding/rules to improve the organisation or legal personality. In short I am saying A constitutive act is administrative law based on a Charter. Therefore the AU Constitutive act of 11th July 2000 is not a Charter but administrave law, based on a Charter which is body rules for creating the unity of the African Peoples and the Continent of Africa.



This makes the African Union constitutive Charter , an illegal act as a replacement of the OAU Charter. It is an attempt to change the OAU Charter which is the backbone and Protection against the recolonisation of the continent of Africa and the people of Africa. The African Union (11th July 2000) opens the door for Europe to recolonize Africa, just like the Paris resolution of 3rd August of 1875 laid the foundation for the partition of Africa 1885, following the slave trade of 1440. Africans must realise the OAU charter is still valid and is a tool for the defence of the African people and Continent of Africa.



The funny thing ( makes people LOL ) is they transferred the constitutive act of Lome (Togo) 11th July 2000, transferred the African countries under the supervision and administration of the European Union, which is in short an act of Recolonisation of the African continent, with NEPAD being the programs through which the European Union can dictate to the Africans what they can do and cannot do.



We in Lado we like to joke that NEPAD stands for New European Partnership for African Domination although they claim it stands for New Economic Partnership for African Development. DO YOU GET THE SENSE OF THE JOKE ?



The African Union is not a legal personality it but an administrative structure through which recolonisation is being practiced.



OAU still exists as a moral and legal person of Africa. With its charter which was created and passed on the 25th of May, 1963 in Addis Ababba and kept temporarily until further notice in ARUA - ARU , in the Kingdom State of Lado .

Just an honest reader has communicated to me and puts foreward these two questions :

MY ANSWER : In respect to the one Voice of the Africans through their respective Leaders ( Head of States ) in the Assembly held in Adis Abbaba , Ethiopia agreed and adpoted the Established OAU Charter and this voice reads as follows :



We, the Heads of African States and Governments assembled in the City of
Addis Ababa, Ethiopia,



Convinced that it is the inalienable right of all people to control their own destiny,



Conscious of the fact that freedom, equality, justice and dignity are essential objectives for the achievement of the legitimate aspirations of the African peoples,



Conscious of our responsibility to harness the natural and human resources of our continent for the total advancement of our peoples in all spheres of human endeavour,



Inspired by a common determination to promote understanding among our peoples and cooperation among our states in response to the aspirations of our peoples for brother-hood and solidarity, in a larger unity transcending ethnic and national differences,



Convinced that, in order to translate this determination into a dynamic force in the cause of human progress, conditions for peace and security must be established and
maintained,



Determined to safeguard and consolidate the hard-won independence as well as the sovereignty and territorial integrity of our states, and to fight against neocolonialism
in all its forms,



Dedicated to the general progress of Africa,



Persuaded that the Charter of the United Nations and the Universal Declaration of Human Rights, to the Principles of which we reaffirm our adherence, provide a solid foundation for peaceful and positive cooperation among States,



Desirous that all African States should henceforth unite so that the welfare and wellbeing of their peoples can be assured,



Resolved to reinforce the links between our states by establishing and strengthening common institutions,



Have agreed to the present Charter of the ORGANIZATION OF AFRICAN UNITY - OAU




WHICH ,



means the African people accepted and agreed upon to drive a conduicive steady revolution against all the disastrous events that hited the Mother continent of Africa and especially of the events of Slavery and colonialism on her African people . But you can see that None of this Principle of the OAU has been put into inplimentation .




Actually you can see the situation of Mother Continent of Africa and of her people is on the ground , worse than it was in the colonial day. We are going backwards, not forwards. One of the reasons I can give you is this for example the independence issue : The independence which was given was not independence by definition. It was a change of the ruling class ON THE FACE CONTINENT of AFRICA . Instead of having a white govenor you now had a black govenor. So the people feel " we are independent" but the answer is no.



The second point which is highly notable is that the economic plans are still being carried out or are planned in the Colonial Capital centers like London, Paris, Washington, Lissabon, Rome etc --- ect ----- . One example to give is the terrible situation happening in Uganda under our noses depicting these days for Uganda it is Copenhagen, Oslo and Stockholm. The NGO`s are civil servants from these European countries sent to administer these plans. They are not coming to help you, they even exploit you. For every one dollar given to Africa the return is 9 dollars. So who is benefitting ? It is a thousand percent profit.




Let me elaborate futher : In 1971 when Idi Amin took power in Uganda, One US dollar was 7 Ugandan shillings. This was the exchange rate. All through the Amin regime. In 1979 when Amin was overthrown the exchange rate went to 1 US dollar was worth 2000 shillings in the following regime. Initially one dollar would buy 7 shillings worth of Ugandan goods, suddenly the same dollar could buy 2000 shillings worth of Ugandan goods. That is a factor of about 150 times. You are basically giving away your resources for free. What can I say more if these African Leaders like that of Uganda , are they really acting in accordance to the Principle of OAU ? By their Actions isn't it a dissent to towards OAU .

Things are taken away for free. And then people sit and pretend for example that Amin destroyed the economy. Are you going to say Uganda is poor ? Ugandans property, cotton and coffee, for example are taken for free. And here they say Museveni ( the current President of Uganda) is very intelligent, an economist, he is popular.



The issue is what happened, how does the Ugandan money come to fall so much? The Musevenis where given tanks and so forth to fight Amin, the money was given through Tanzania. So afterwards the Americans want their money back. But they do not want it on a piece of paper, instead they seek the natural resources of Uganda. It must be produced to pay them. The question is do the Ugandans know or the people are being fooled ? Perhaps they do but have no choice. So this is the issue of banking.



You must have your own banking system and you must be the one determining your exchange rate. Meaning you determine " my money is worth so much, this will be the exchange rate, you want to buy from me you will pay so much". Now how will you have this strength if the same people who put you in the chair of government are the same people who seek to get a hold of your resources. Like the former President of Congo (Kabila senior) who was killed because he failed to do as he was told. They said "we put you on the throne we overthrew Mobuto( the President before Kabila senior) for you." In the same way if Museveni says no they may even kill him. The same thing happened when John Garang was killed. And it was over oil.



They said the oil in Bahr El Ghazal must be divided. So these people ran quickly and made an agreement between SPLM and the Sudan Government. Of course the oil is dug by the chineese. A certain percentage was to go to SPLM and a certain amount was to go to Sudan. US then said that the oil money for the SPLM must go to them. Garang refused. The Americans replied "all the money you used travelling, eating, the tanks you have, where did you get them, we gave them to you, did you believe they were for free. Forget it." When he tried to argue, how did he end up ? On a journey planned to Uganda the plane crashed and he was found dead. This is the reality.



The issue of banking is such that you do not have to go begging for money. Because the value of money is the value of your products. The value of the minerals under the ground, the value of agriculture and the value of your own people. They have the brains and through training they acquire knowledge and skills necessary to produce. Who makes this table, a human being, the carpenter. The money value of this table is a measurement or a yardstick of this table. You pay the amount or measurement of value of the table set by the carpenter. And where does the table come from ? The mind of the carpenter.



This is product. That is why you should educate your own people. You create your own things. This is money. Not currency, the technical name for it is bill. Its value depends on the value of the products you produce in a year in total. This has not been taught to our people. The President comes to Copenhagen, he is given money and then all is well. Then these people go with NGO`s who tell you to produce flowers to be sold in Copenhagen or you produce cotton. For example in Tanzania all the sugar cane produced is taken even with the leaves to Stockholm. Do you know the value of that ?



Why do not make the sugar in Tanzania ? Why do we not use the leaves to feed our livestock ? You see the issue how we are being undermined and overuled. Until we come to the point of technically establishing our own banking system we are in trouble. It is a political decision. And until we take this decision we are nothing. There is no such thing as debt, or that we are poor. These are not the issues.



Another example is that of Malawi. Which had a food storage for its people in case of famine or dry season. What did the Imf and the World Bank come and do ? They said "you sell that food to pay us". The minister was ordered to do so and he went and sold the food. This is a case of political stupidity. This takes us back to the education. You have been psychologically brainwashed and intimidated so when a white comes and says sit down, you sit down, stand up, you stand up, go to urinate, you urinate. That is the problem.



That means, if you ask my advice, it is a matter of education. Psychological education, to have the pride, the attitude to resist, the patriotism to stand on your feet. To me we are not poor. I do not believe in these debt issues. I do not believe in poverty. To me if Lado was independent tomorrow there would be no NGO`s and no tourism. If you have money to give me to do something give it. Say it is 250 million. You want me to have that OK I will have it, give it and that is the end. But don`t start asking "what resources do you have, how many minerals do you have, how do you want to trade," forget it.



First of all those metals and minerals will not get rotten if they stay in the ground. In fact it is better they stay there for our grandchildren. We do not needed it. What we need now is knowledge and skills, how to do things for ourselves, how to organise. Once we have that we will know how to cut that wood, make a table etc. We will be able to do research.



For example this glass is nothing but sand, how much sand do we not have in Africa ? Now these people are going to take the sand there for free make the glass and sell it to us. That is the point.

Greetings in peace, Give thanks for the knowledge shared. It is always a blessing to learn, to add to what one has learnt already. My knowledge of the Organisation of African Unity is fairly limited and based largely on what I have learnt through my faith. Everyone here seems to have a very intimate knowledge based on different experiences to myself here in New Zealand. Thank you. Blessings.
